Add convenience iterators to TaskSystem
- .without() skips certain tasks during iteration (useful for T_i != T_j
constraints).
- .with_higher_priority_than() skips all tasks with a larger ID.
- .with_lower_priority_than() skips all tasks with a smaller ID.
