Prd/Cnsmr: Assume w.c. write order prior to reads
This updates the cost estimator for consumption
to assume that a producer (parent) wrote the data to be
consumed frist among all sibling edges. If the production
to siblings is large enough, the consumed data may
already be evicited to main memory before the consumer
can access it.
