Update Conferences page

- Update IEEE-SIES
- Change ECRTS to reflect the past conference (consistent with the
    policy stated at the top of the page).
- Underline said policy (purpose of this is to keep from having
    duplicate entries and so we can easily see when upcoming
    conferences are, even if the submission deadline has passed)
