Add Hopper and Blackwell support to bus.c
- Handle relocation of PRAMIN window configuration register
- Handle new format for BAR2 configuration
- Catch unreadable PRAMIN configuration
Tested on A100, H100, and AD102 (RTX 6000 Ada).
