Add new overhead tracing event IDs
XCALL_{START,END} -- cross-CPU function calls
SEND_XCALL_{START,END} -- cross-CPU function call latency
SCHED_TIMER_{START,END} -- any additional, plugin-specific scheduling timer
TIMER_LATENCY -- latency of plugin-specific timer
