USB: update Kconfig entry for USB_SUSPEND
This patch (as1039) updates the Kconfig entry for USB_SUSPEND. The
out-of-date reference to "power/state" is fixed, autosuspend is
mentioned, and the dependency on EXPERIMENTAL is removed.
