ARM: dts: imx27-phytec-phycore-som: Update FEC node

This patch updates FEC devicetree node of Phytec PCM038 module:
- Adding missing phy_mode properties.
- Adding fixed regulator to provide functionality without
  dummy-regulator in the kernel.
