powerpc/wsp: Add PCIe Root support to PowerEN/WSP
Based on a patch by Benjamin Herrenschmidt <benh@kernel.crashing.org>
Modernized and slightly modified to not record erros into the nvram
log since we do not have that device driver just yet.
