UBIFS: refactor ubifs_rcvry_gc_commit
This commits refactors and cleans up 'ubifs_rcvry_gc_commit()' which was quite untidy, also removes the commentary which was not 100% correct. Signed-off-by: Artem Bityutskiy <Artem.Bityutskiy@nokia.com>
