ALSA: seq: Remove unimplemented ioctls

SNDRV_SEQ_IOCTL_{GET|SET}_QUEUE_OWNER and *_{GET|SET}_QUEUE_SYNC
ioctls have been never implemented.  Get rid of the definitions from
uapi header file.
