Since the controller on R-Car Gen3 doesn't have any status registers
to detect initialization (LPSTS.SUSPM = 1) and the initialization needs
up to 45 usec, this patch adds wait after the initialization. Otherwise,
writing other registers (e.g. INTENB0) will fail.

The usbhs_write32 function is not used outside of the rcar3.c
file, so fix the following sparse warning by making it static:

Since the usb2 phy driver for gen3 (phy-rcar-gen3-usb2) cannot access
LPSTS and UGCTRL2 registers in the HSUSB module, this driver have to
initialize the registers. So, this patch adds such handling code into
rcar3.c.
