Instead of indirectly selecting GPIOLIB via the
ARCH_REQUIRE_GPIOLIB symbol, just select GPIOLIB.

Add PCI support to ARC and update drivers/pci Makefile enabling the ARC
arch to use the generic PCI setup functions.

The AXS10x platforms consist of a mainboard with peripherals,
on which several daughter cards can be placed. The daughter cards
typically contain a CPU and memory.
