PCI: qcom: Add Qualcomm PCIe controller driver
The PCIe driver reuses the Designware common code for host and MSI
initialization, and also programs the Qualcomm application specific
registers.
[bhelgaas: remove COMPILE_TEST Kconfig dependency]
