bwmgr: implement new DRAM channel query API
This change implements a new API - tegra_bwmgr_get_dram_num_channels -
that returns the number of DRAM channels that are configured on the
underlying platform. This information needs to be exposed to display
so that it can correctly configure the system-level MC parameters
required for IMP.
