input: touch: raydium: fix touch not working.
- Issue: With partner build, there is no input
disable/enable from frameworks to put touch into
suspend state during lp0. It lead to touch
stop working after lp0.
- enable device suspend/resume if input disable/enable
is not called to fix this issue.
