eqos: fix LLDP/PTP packet routing from MTL-Q to DMA-CH
Issue: PTP and LLDP using same multicast L2 address
"01-80-C2-00-00-0E". Q0 DCS enabled with DMA CH3 for
this multicast address. For single channel case
packet not fetched from MTL-Q since DMA-CH3 not enabled
and hence packet stuck at queue level.
Fix: Enable Q0 DCS to CH3 for LLDP/PTP multicast address
only incase of multi-channel.
