tegra: rtcpu: fix IVC synchronization
Always synchronize the IVC channels. The IVC channels were left
unsynchronized after reboot on VDK.
Use the camrtc device as IVC peer device. The IVC memory is allocated
via camrtc device, the cache management needs to use same device.
