video: tegra: dc: make local function static

Fixed the following sparse warning by making the local function as static:
- window.c: warning: symbol 'tegra_dc_vrr_frame_time' was not declared.
	   Should it be static?
- dsi.c: warning: symbol 'tegra_dc_dsi_vrr_enable' was not declared.
	 Should it be static?
