tegra: camera: vi5: refactor stream init sequence
Refactor stream initialization for vi5 (vi-mode):
* Move set_stream to start_streaming(), this makes initial frame
latency measurements consistent w/ steady-state
* Change minimum permissible number of V4L2 buffers to 1
* Change capture queue depth to match number of V4L2 buffers
* Remove deprecated valid_ports for-loops, since gang-mode is no
longer supported
