nvs: core: Update kernel compatibility to k4.14

Kernel 4.14 switched some things around, moved functions between files,
and made some of them non-public.  For k4.14 compatibility, those functions
had to be reintroduced, and their header files changed from the old, to the
new.  This patch fixes all of those compatibility problems between NVS core
functions, and the new kernel 4.14.
- nvs_iio.c: Restored missing public functions.

arm64: tegra186: nvs: Simplify nvs sensor definitions

Sensor Kconfig definitions are simple and straightforward, but multiple
entires in defconfig are required to run a single sensor.  This change
is intended to simplify that process such that a single defconfig entry
will automatically enable the prerequisite Kconfig entries necessary to
build the sensor drivers.

  values are.  This will address cache issues in the upper SW.

nvidia: use kernel overlay features

Update all Kconfig files and Makefiles to rely on the kernel overlay
feature. In particular, don't include any Kconfig files or Makefiles
from other overlays. -I directives in CFLAGS are not yet cleaned up.
