The NEXT bit can remain set for the channel if timeslice expires before
scheduler clears it. Due to this nvgpu fails TSG unbind and in turn
nvrm_gpu fails channel close. In this case, checking the channel hw
state after some time can help see NEXT bit cleared by scheduler.
Reenable the tsg and return -EAGAIN to nvrm_gpu for it to retry again.

channel_gk20a is clear from chip specifics and from most dependencies,
so move it under the common directory.

In some use cases client will disable and preempt TSG and then re-enable it
using IOCTLs provided
In case there is only one context getting re-enabled and there is no other job
submission in parallel runlist fetcher will just sleep until doorbell is
received next time
This causes above mentioned test cases to stall after re-enabling TSG
until some one submits a new job and triggers a doorbell
Fix this by explicitly triggering doorbell in vgpu code
after we enable all channels in TSG.

Switch all logging to nvgpu_log*(). gk20a_dbg* macros are
intentionally left there because of use from other repositories.
Because the new functions do not work without a pointer to struct
gk20a, and piping it just for logging is excessive, some log messages
are deleted.

Most of VGPU code is linux specific but lies in common code
So until VGPU code is properly abstracted and made os-independent,
move all of VGPU code to linux specific directory
Handle corresponding Makefile changes
Update all #includes to reflect new paths
Add GPL license to newly added linux files

and runqueu_sel to RM server. Use this command in gv11b's
