A negative value in the timeout duration does not have any special uses,
so change the duration type to u32 (from just int). Delete some
unnecessary typecasts to int.
Also change MAX_SCHEDULE_TIMEOUT to ULONG_MAX in default gr idle timeout
because the value is in milliseconds instead of scheduling units and to
drop unnecessary Linux dependency.

Instead of the very coarse jiffies, use the more accurate monotonic
Linux ktime API for the nvgpu timeout API.
The expiration time is handled as an u64 nanosecond value to hide the
ktime_t from the public nvgpu_timeout struct. The conversion is cheap.

Add nvgpu_current_time_ms() to return a time from a monotonic clock
source in milliseconds. The start time is unspecified; this API is meant
to be used for duration measurements.

Add abstractions for the following:
msleep()
udelay()
usleep_range()
These functions are only a subset of the available Linux delay and sleep
functions but this seems to be what we use and what is actually useful
for driver development.

In the timers code a macro was using __builtin_return_address(0)
when it should have been using _THIS_IP_.
__builtin_return_address(0) will cause the timers code to print
the return address of the function that calls the timers code. This
isn't actually useful, of course. A user actually cares about where
the timers code call comes from which is easily obtained with
_THIS_IP_.

Change "check" to "expired" in nvgpu_timeout_check* and append _expired
to nvgpu_timeout_peek to clarify what the boolean-like return value
means and thus avoid bugs.

Add a timeout API to nvgpu since this is a common operation done all
across the nvgpu driver.
Also add two new directories for this common code:
drivers/gpu/nvgpu/common
drivers/gpu/nvgpu/include/nvgpu
The common directory is for common C code. The include directory is for
common include files.
