Clk arbiter code contains two significant portions -
the one which interacts with userspace and is OS specific,
and the other which does the heavylifting work which can
be moved to the common OS agnostic code.
Split the code into two files in prep towards refactoring
the clk arbiter.

clk_arb was moved to be Linux specific, but its license was left as
MIT. Change the license.

- Clock arbiter has lot of linux dependent code
so moved clk_arb.c to common/linux folder &
clk_arb.h to include/nvgpu/clk_arb.h, this move
helps to unblock QNX.
- QNX must implement functions present
under clk_arb.h as needed.
