To finish OS unification of the submit path, move the
gk20a_submit_channel_gpfifo* functions to a file that's accessible also
outside Linux code.
Also change the prefix of the submit functions from gk20a_ to nvgpu_.

Add two missing bus files to the userspace build. This caused
a couple of missing symbol problems when compiling.

These changes did not update Makefile.sources which is used by the
userspace build. That's why the userspace build broke. This change
updates Makefile.sources and fixes the userspace build.

gating_reglist files to common/clock_gating dir,
the new directory structure suggested to follow.

Add support for compiling nvgpu in a POSIX compliant userspace.
This code adds all of the necessary abstraction interfaces (mostly
stubbed) to enabled extremely limited and basic functionality in
nvgpu.
The goal of this code is to facilitate unit testing of the nvgpu
common core. By doing this in userspace it is much easier to write
tests that rely on very particular states within nvgpu since a user
can very precisely control the state of nvgpu.
