gpu: nvgpu: vgpu: debugger interface fixes
To run CUDA apps, the following minimal changes have been
made:
- power-gating is disabled for vgpu
- regop rd/wr returns -ENOSYS
Tools (debugger/profiler) support is known to not work and
not needed at this time.
