gpu: nvgpu: rename gk20a_pmu_cmd_post()

- rename gk20a_pmu_cmd_post() to nvgpu_pmu_cmd_post()
- replaced gk20a_pmu_cmd_post() with nvgpu_pmu_cmd_post()
  wherever called.
