gpu: nvgpu: do not disable fb hub intr in fault info mem destroy
FB hub intr is enabled on finzalize_poweron and disabled on prepare_poweroff. There is no need to additionally disable FB hub intr in fault info mem destroy when driver refcount becomes zero since prepare_poweroff has already been called. Also prepare_poweroff locks GPU registers from CPU access so these registers should not be accessed after prepare_poweroff.
