gpu: nvgpu: modify logic for fecs arb idle check
Check these conditions for fecs arbiter idle:
1. Wait for gr_fecs_arb_ctx_cmd to idle
2. Wait for gr_fecs_ctxsw_status_1:arb_busy to idle
Just waiting for condition 1, only guarantees dispatching
of command but not completion of work.
