gpu: nvgpu: add speculative load barrier (dbg IOCTLs)
Data can be speculatively loaded from memory and stay in cache even
when bound check fails. This can lead to unintended information
disclosure via side-channel analysis.
To mitigate this problem insert a speculation barrier.
