gpu: nvgpu: skip clk gating prog for sim/emu.

For Simualtion/Emulation platforms,clock gating
should be skipped as it is not supported.
Added new flags "can_"X"lcg" to check platform
capability before doing SLCG,BLCG and ELCG.
