The nvram code formally known as bpa_nvram.c is rather
generic really, so it is quite likely to be useful to
future boards not based on cell.
This patch puts it into arch/powerpc/sysdev.

The official name for BPA is now CBEA (Cell Broadband
Engine Architecture). This patch renames all occurences
of the term BPA to 'Cell' for easier recognition.

The firmware provides the location and size of the nvram
in the device tree, so it does not really contain any
hardware specific bits and could be used on other
machines as well.
