factorise some generic infrastructure to assist looking up struct clks
for the ARM & SH architecture.
as the code is identical at 99%
put the arch specific code for allocation as example in asm/clkdev.h

Move SH-Mobile ARM systems over from the legacy
"clk" member of struct sh_timer_config to using
the device name and clkdev for clock matching.

This patch is V2 of clock framework tables/code for sh7377.
MSTP support is included for the following hardware blocks:
KEYSC, SCIF, IIC, IRDA, FLCTL, USB, SDHI and UIO.
