If platform uses external IRQ trigger mode, USB power domain can be OFF, since its connection/disconnection IRQ come from external IRQ. This patch enable external IRQ mode. This patch prevents such a problem on sh-mobile boards by forcing REGULATOR_FIXED_VOLTAGE on if REGULATOR is selected. SCIF serial ports and timers are kept as regular platform devices. Other on-chip and on-board devices should be configured via the device tree.
