ftrace: scripts/recordmcount.pl support for ARM
Impact: extend scripts/recordmcount.pl to ARM
Arm uses %progbits instead of @progbits and requires only 4 byte alignment.
[ Thanks to Sam Ravnborg for mentioning that ARM uses %progbits ]
