memcg: avoid use cmpxchg in swap cgroup maintainance
swap_cgroup uses 2bytes data and uses cmpxchg in a new operation. 2byte cmpxchg/xchg is not available on some archs. This patch replaces cmpxchg/xchg with operations under lock.
