sysctl ipc: Remove dead binary sysctl support code.
Now that sys_sysctl is a generic wrapper around /proc/sys .ctl_name and .strategy members of sysctl tables are dead code. Remove them. Signed-off-by: Eric W. Biederman <ebiederm@xmission.com>
