cpumask: Provide a generic set of CPUMASK_ALLOC macros, FIXUP
* Rename CPUMASK_VAR --> CPUMASK_PTR (and simplify)
* Fix a semantic error in CPUMASK_ALLOC
* Add a bit of commentry to cpumask.h
