[SCSI] SCSI core: Allow QUIESCE -> CANCEL sdev transition
We have to be able to remove SCSI devices even when they are suspended, so
QUIESCE -> CANCEL must be a legal state transition. This patch (as727)
adds the transition to the state machine.
