powerpc/cpufreq: Add pr_warn() on OPAL firmware failures
Cpufreq depends on platform firmware to implement PStates. In case of platform firmware failure, cpufreq should not panic host kernel with BUG_ON(). Less severe pr_warn() will suffice.
