sh: Consolidate Kconfig.sh/Kconfig.sh64.
Fold in the sh64-specific bits in to the main Kconfig.sh, and move this back as arch/sh/Kconfig. Signed-off-by: Paul Mundt <lethal@linux-sh.org>
