powerpc/44x: Add basic ICON PPC440SPe board support
ICON is based on the AppliedMicro 440SPe. It is equipped with 64MByte NOR FLASH, SODIMM, Gigabit ethernet, SM502 on PCI(X), LSI SAS1068E on PCIe0 and custom FPGA on PCIe1.
