kprobes: Hide CONFIG_OPTPROBES and set if arch supports optimized kprobes
Hide CONFIG_OPTPROBES and set if the arch supports optimized kprobes (IOW, HAVE_OPTPROBES=y), since this option doesn't change the major behavior of kprobes, and workarounds for minor changes are documented.
