Rather than have architectures #define ARCH_HAS_SG_CHAIN in an
architecture specific scatterlist.h, make it a proper Kconfig option and
use that instead.  At same time, remove the header files are are now
mostly useless and just include asm-generic/scatterlist.h.

Many architectures have a stub cputime.h that only include the default
cputime.h

Lets remove the useless headers, we only need to mention that we want
the default headers on the Kbuild files.

Export asm/{svm.h,vmx.h,perf_regs.h} so that they can be disintegrated.

It looks from previous commits that the first two should have been exported,
but the header-y lines weren't added to the Kbuild.

I'm guessing that asm/perf_regs.h should be exported too.

Ease the deployment of clkdev by providing a default asm/clkdev.h for
use if the arch does not have an include/asm/clkdev.h.

Due to limitations in Kbuild we manually add clkdev.h to all
architectures that don't have one rather than having the header appear
by default.
