The patch disable capturing multicast packets when multicast mode
disabled for ethernet ('ifconfig eth0 -multicast'). In that case
no multicast packet will be passed to kernel.

Multicast support was implemented by commit 775dd682e2b0ec7
('arc_emac: implement promiscuous mode and multicast filtering').

It can be enabled explicity using 'ifconfig eth0 multicast'.
The patch is needed in order to remove explicit configuration
as most devices has multicast mode enabled by default.

We get 1 warning when building kernel with W=1:
drivers/net/ethernet/arc/emac_mdio.c:107:5: warning: no previous prototype for 'arc_mdio_reset' [-Wmissing-prototypes]

In fact, this function is only used in the file in which it is
declared and don't need a declaration, but can be made static.
so this patch marks this function with 'static'.

The private structure contain a pointer to phydev, but the structure
net_device already contain such pointer. So we can remove the pointer
phy in the private structure, and update the driver to use the
one contained in struct net_device.

Fix a typo in the driver, replace comma with a semicolon at the end
of statement. While using comma is a legal C here and probably does
not even generate compiler warning, it was unlikely the intention.

This patch will make the driver more readability

The emac has the error and warnings if you run
'scripts/checkpatch.pl -f --subjective xxx' to check.

Let's clean up such trivial details.

This patch adds to support the emac phy reset.

Different boards may require different phy reset duration. Add property
phy-reset-duration for emac driver, so that the boards that need
a longer reset duration can specify it in their device tree.
